Special Board RETREAT

PRESENT:  Terry Timmering, Henry Peterson, Jeff Brunette, Patsy Guglielmino, and Suzi Sauvola

 

I.  CALL TO ORDER:  8:30 AM.   

 

1.     Protocol Review –

 

·        The four primary roles of the school board

1.     Vision

2.     Advocacy

3.     Accountability

4.     Structure

 

·        The steps of developing policy

1.     Define the issue or problem

2.     Gather necessary information

3.     Secure recommendations from the superintendent

4.     Discuss and debate

5.     Make revisions

6.     Second reading and adoption

7.     Distribute

8.     Evaluate and oversee policy

9.     Revise as needed

 

·        The Roles and Responsibilities of the board and the superintendent

1.     The board governs, guides and directs while the sup administers, operates and manages.

2.     Board decides what while the sup decides how.

3.     Board requests information while the sup seeks and provides info.

4.     Board creates, reviews and adopts policy while the sup recommends and implements policy.

5.     Board reviews and approves plans while the sup develops and implements plans.

6.     Board monitors progress while the sup implements plans.

7.     Board contracts with personnel while the sup supervises hiring processes and practices.

8.     Board approves sup evaluation criteria and procedures while the sup supervises personnel.

9.     Board reviews and approves budget while the sup formulates and implements budget.

10.                     Board represents public interest while the sup acts in the public interest.

 

When Board and superintendent fulfill their respective roles they are guided by –

·        Representing the needs of ALL children

·        Carefully considering what you say and do

·        Knowing you role

·        Following the chain of command

·        Doing your homework and asking questions

·        Listening with an open mind

·        Avoiding surprises

·        Putting the Board and Board goals first

·        Displaying good manners

·        Functioning as a board, not individually

 

To improve Board meetings and reach the goal of 2-hour meetings the Board will:

·        Ask for public comment during the 2nd reading and limit input to 2 minutes per person.

·        Limit individual/personal Board member discussion and respectfully remind other Board members to do the same, when needed.

·        Handle voting in the following manner – Motion/2nd/discussion/role call vote.

 

     II. ADJOURNMENT:  The retreat adjourned at 11:50 AM.
